Sagana at Ligtas na Tubig (SALINTUBIG) sa Lahat Program



The Sagana at Ligtas na Tubig sa Lahat (Salintubig) Program, which started in 2011, is designed to provide grant financing and capacity development programs to enhance/improve capacities of the LGUs and water service providers in planning, implementation and operation and management of water supply facilities in a sustainable manner and for the implementation of water supply projects in the following localities:

a) waterless municipalities;
b) poorest barangays with high level of waterborne diseases;
c) resettlement areas; and
d) Rural Health Units/birthing clinics without access to safe water.


It is jointly implemented by the Department of the Interior and Local Government (DILG), Department of Health (DOH) and the National Anti-Poverty Commission (NAPC). Recently, the Local Water Utilities Authority was tapped to provide technical assistance especially to LGUs with water systems managed by water districts.  


In 2011, the DOH served as the lead implementer and fund manager of the program with the DILG taking charge of the capability building and the NAPC as the overall coordinator. Starting CY 2012, however, DILG is now the lead implementer and fund manager.


Status of Project Implementation

For CY 2011, three of the 14 recipient municipalities have completed their projects, while 11 municipalities are currently constructing their projects. For 2012, all 9 recipient municipalities are still in the process of construction. For the 2013, there are 21 recipient LGUs under the Bottom-up Budgeting – one have completed all documetnary requirements and was granted its first tranche while the other 20

LGUs are still in the process of completing their documentary requirements.
