Seal of Disaster Preparedness (SDP) Infrastructure Audit

 

 

As part of the assessment on the level of preparedness of LGUs in disaster management is the inspection of the condition and soundness of LGU buildings and other infrastructure projects and assets.

 

The DILG, through the OPDS is implementing the project Strengthening LGU Infrastructure Resiliency to Disaster and Climate Change which aims to strengthen LGU Planning Capacities on Disaster Preparedness and Climate Change and Infrastructure Resiliency to Disaster and Climate Change. Among the major activities undertaken is the conduct of Infrastructure Audit of LGU Infrastructure Assets to determine its vulnerability to natural disasters and hazards.

 

The Project conducted a Workshop on the Formulation of the Tools and Guidelines for the conduct of LGU Infrastructure Audit last May 3-6, 2011 in Tagaytay City. The said workshop produced a draft Infrastructure Audit Form for Buildings and Outline of the Accompanying Guidelines, developed by selected Provincial, Municipal, and City Engineers nationwide with technical inputs and guidance of experts from the Mines and Geosciences Bureau of the Department of Environment and Natural Resources and the Association of Structural Engineers of the Philippines.

 

The Infrastructure Audit Form/Checklist was pretested in one LGU in Laguna, specifically an office building and public market, after which, it had undergone some revisions and improvement.

 

With the finalized Infrastructure Audit Form/Checklist, LGUs in vulnerable areas can now be equipped to conduct infrastructure audit of their own infrastructure assets after participating in these workshops on the conduct of Infrastructure Audit.

 

Although the project aims to cover all the vulnerable areas in the country, target LGUs for the training were selected through the aid of the geohazard maps, and flood and landslide susceptibility database from the Mines and Geosciences Bureau (MGB) of the Department of Natural Resources and Environment and the Philippine Institute of Volcanology and Seismology (PHIVOLCS).

 

In CAR, functionaries from all six provinces, two cities (Baguio City and Tabuk City) and eight municipalities – Bangued, Bucay in Abra Province; Luna, Apayao; La Trinidad, Benguet; Lagawe, Banawe and Mayoyao in Ifugao Province; and Bontoc, Mt. Province -- attended the workshop for Infrastructure Audit last 6-9 November 2012 in Baguio City. The major output of this workshop is the conduct of infrastructure audit of LGU-owned buildings by the participants to this workshop.

 

The output for the Infrastructure Audit of the above LGUs will be the basis of fund support under the DRRM/CCA program of the Department.

 

Meanwhile, the Capacity Enhancement aspect aims to share knowledge, promote tools and methodologies in mainstreaming to CLUPs and CDPs, and develop capabilities of LGUs and communities to be safe and resilient.

 

The Cordillera Regional Disaster Risk Reduction and Management Council (CRDRMMC) with the Office of Civil Defense (OCD ) – CAR spearheaded the crafting of the Regional DRRM Plan in 2012 participated by member regional line agencies and civil society organizations. The plan is up for publication within the first semester 2013. Furthermore, OCD – CAR, in partnership with the different Vice-Chairs of the four thematic areas of DRRM, where DILG is Vice-Chair for Disaster Preparedness, and the six provincial governments and one highly urbanized city, sponsored the conduct of DRRM Planning Workshops for all provincial and municipal DRRM Councils in the region second semester of 2012. Continuing knowledge sharing is done through the regular command conference of all provincial DRRM Officers in the region.
