LGUs in CAR comply with Annual Report Order

All provinces and the two cities of the Cordillera Administrative Region have complied with the Local Government Code order to submit an annual report to their respective local councils and a copy of it to the Department of the Interior and Local Government. Eighty three per cent (83%) of the 75 municipalities and 79% of barangays in the region submitted theirs as of September 30, 2012

 

Section 97 of the Local Government Code provides that every local chief executive shall submit an annual report to the Sanggunian concerned on the socio-economic, political and peace and order conditions, and other matters concerning the local government unit, which shall cover the immediately preceding calendar year. A copy of the report shall be forwarded to the Department of the Interior and Local Government. Component cities and municipalities shall likewise provide the Sangguniang Panlalawigan copies of their respective annual reports.

 

 

Thru a Memorandum Circular the DILG incorporated the use of data gathered thru the Local Governance Performance Management System (LGPMS) in the Local Government Code – prescribed annual report renaming it the State of Local Governance Report (SLGR) but retaining most of the required contents.  This SLGR is a document that can provide basic information and data to the local officials, functionaries and all stakeholders for practical planning and resource allocation.

 

The LGPMS is a self assessment tool of LGU performance areas namely Administrative, Social, Economic, Environmental Governance and Valuing Fundamentals of Good Governance. It also assesses the service areas of local governance which are local legislation, development planning, revenue generation, resource allocation and utilization, customer service, human resource management and development, health service, support to education, support to housing and basic utilities, peace, security and disaster risk management, support to agriculture sector, support to fishery services, entrepreneurship, business and industry promotion, forest ecosystem management, freshwater ecosystem management, coastal marine ecosystem management, urban ecosystem management, transparency, participation and finance accountability.

 

Ratings in the LGPMS form part of criteria for Gawad Pamana ng Lahi, an award given to LGUs in recognition of their excellence in local governance.
