Seal of Good Housekeeping (SGH) proves good performance

To some it is a mere plaque, but the Seal of Good Housekeeping awarded to the city government, which is placed at the city hall lobby, will assure residents that the city is going towards good governance.



During the launching of the 112th Philippine Civil Service Commission anniversary, Department of the Interior and Local Government Field Office Director Evelyn Trinidad said, “The award conferred to the city in 2011 by the late Secretary Jesse Robredo ensures accountability and transparency in government transactions.”


The Good Housekeeping seal is a program where DILG recognizes local government units that follow the steps towards the full disclosure campaign of the government.


 “The city will continue to move towards transparency and good governance to be more responsive to the needs of its constituents,” Mayor Mauricio Domogan, who received the award in 2011, said.


“Let’s all do our responsibilities and our functions well so that the public will be satisfied with our services,” he said.


CSC-CAR OIC Director George Manzano confirmed the city government has been complying with requirements set forth by CSC guidelines and Republic Act 9485 or the Anti-Red Tape Act of 2007 (ARTA).


Surprise monitoring has been conducted by the CSC and DILG in offices of the city government to complete the Report Card Survey (RCS), which is a major component for a good housekeeping.


In Administrative Order 99, s. 2012, Domogan also created a monitoring team to strengthen the implementation of the ARTA in the city.


Domogan said evaluation is necessary to see if the city government is doing its functions well.


“We still have a lot to improve on. It’s part of the challenge,” he said.


Human Resource Management Officer Estrella Bisquerra, a member of the local inspection team, said the city government is complying with the ARTA, a component of which is the posting of no-noon break and no fixer signs, citizen’s charter, and office flow charts.


Bisquerra added the offices have also put in place their own information desks aside from the main public assistance desk at the city hall lobby.


The mayor however said one of the challenges he seeks to accomplish is the personality development of each employee.


“One bad employee can be seen as the whole organization would be unfair, and it happens,” Domogan said.
