The State of Local Governance Performance Report (SLGPR) and the State of Local Development Report (SLDR)

 

The State of Local Governance Performance Report (SLGPR) and the State of Local Development Report (SLDR) provide a perspective of the state of local governance and development in the Cordillera Administrative Region. The SLGPR presents the performance of the region’s six (6) provinces, 75 municipalities, one (1) highly urbanized city, and one (1) component city at the indicator level in all the applicable service areas of the five (5) performance areas of the Local Governance Performance Management System (LGPMS).

 

The SLDR on the other hand, presents the Development Index of the region disaggregated by city and municipality also at the indicator level in all the applicable sub-sectors of the three (3) sectors of LGPMS.

 

The web-based LGPMS is now on its 4th year of implementation. We firmly believe that it is already institutionalized in the local government units. We deem that the results are being and will be utilized by the duly elected local government officials and the whole LGU officialdom in their planning, budgeting and implementing programs and projects to improve LGU administrative capabilities. Accordingly, quality public and basic services to their constituents are provided. It is also hoped that the LGPMS results will be used in other development activities in the LGUs apart from serving as a major reference to benchmark local government performance and state of development, promote good practices, and effectively link resource allocation to priority improvement and development areas.

 

As the late Department of the Interior and Local Government (DILG) Secretary Jesse M. Robredo said, "Hindi sapat na tayo ay mahusay lamang. Hindi lahat ng matino ay mahusay, at lalo namang hindi lahat ng mahusay ay matino. Ang dapat ay matino at mahusay upang karapat-dapat tayong pagkatiwalaan ng pera ng bayan.” The greater challenge, therefore, lies in the implementation of programs, projects and/or activities that will seal the identified gaps. We pose this challenge to the LGUs with performance below the benchmark to improve their governance efforts, focusing on the areas where performance levels are low even as they sustain their gains in the other areas where they excel. On the other hand, we call on the LGUs with performance within and above benchmarks not to be complacent but continue to excel in local governance. As such, the performance scales and development indices should be viewed then as signals to enhance and/or sustain the performance and state of development of the LGUs.

 

On the part of DILG, we will continue to provide the necessary technical advice and assistance to the LGUs based on the results of the SLGPRs and the SLDRs. We will endeavor to provide capacity building programs and/or interventions to address the identified performance and development gaps.

 

Lastly, it is likewise our hope that the other stakeholders concerned with improving the state of local governance and development in the Cordilleras will find this report useful.

 

Again, as Sec. Robredo stated, “…Participation will allow governments to multiply their capacities and resources.” Hence, it is imperative that we all work together to achieve our common goal – a progressive and autonomous region.
