Outstanding BPOCs recognized

Cordillera Administrative Region’s outstanding Barangay Peace and Order Committees (BPOC) were recognized in a simple yet fitting ceremony prepared by the Department of the Interior and Local Government (DILG CAR) on November 29, 2012 at the Azalea Residences, Leonard Wood Rd., Baguio City. The awarding rites was included as highlight of the 4th Quarter regular meeting of the Regional Peace and Order Council chaired by Gov. Eugene Balitang of Ifugao.

 

The BPOC of Dalupirip, Itogon topped the list followed by that of Ambassador, Tublay both in the Province of Benguet. Barangays Dalupirip and Ambassador are also both two-time winners in two consecutive years.  Subusub, Sallapadan and Poblacion, Luba, both in the Province of Abra, were also in the Outstanding list together with Apayao’s bet Barangay Shalom in Luna. Lourdes Subdivision Extension in Baguio City was given a special award also for the second year.

 

 

Peace and Order Councilsare permanent in the barangays, municipalities, provinces and region as provided by EO No. 366 dated September 5, 1996 amending EO No. 309, s. of 1987, Entitled “Reorganizing the Peace and Order Council,” as amended by EO No. 317, s. of 1988, EO No. 320, s. of 1988 and EO No. 20, s. of 1992 and organizing the barangay peace and order committees as the implementing arm of the city/municipal peace and order council at the barangay level.”

 

Like the BPOCs, DILG CAR Regional Director John M Castaňeda also believes that it is not only in being recognized and winning the prize that matters but more importantly the realization that sincere and purposive efforts promote a peaceful and safe communities. The functions of BPOCs include monitoring and checking the nefarious activities of criminal elements; identifying barangay constituents with strong deviant behavior for referral to appropriate authorities; formulating plans and recommending such measures which will improve or enhance peace and order and public safety in their area of responsibility; and  monitor, coordinate and supervise the operation of all community-based anti-crime movements within the barangay.

 

This is the second year the Search for Outstanding BPOCs was staged by the DILG CAR hoping to present exemplars of BPOCs working to ensure order and safety in the barangays.

 

The nominees for the Outstanding BPOCs were assessed by representatives from the Police Regional Office, National Police Commission, NGO/PO/CSO and the academe. For this year, representatives from the Northern Luzon Federation of Cooperative Development Center, Inc. (NorLu CEDEC) and the National Institute of Information Technology (NIIT) were invited to be raters.
