Good Governance Emphasized in Kalinga Provincial Road Inauguration

 

As an advocate of development through good governance, DILG CAR RD John M. Castaňeda highlighted the role of LGUs being the engines of National Development. He emphasized this in a message he delivered during the inauguration of the P10M Bulanao-Balong-Laya provincial road last September 10, 2012. The said project implemented thru the Local Government Support Fund (LGSF) was completed on July 10, 2012.


 
Immediately after the blessing by Rev. Daniel Balacang of the United Church of Christ in the Philippines, the completed project was officially unveiled through the cutting of the ribbon by RD Castañeda assisted by the Hon. Governor Jocel C. Baac, Hon. Vice-Governor Allen Jesse C. Mangaoang, DILG Kalinga Provincial Director Francisco Gamatero and Tabuk City Mayor Hon. Ferdinand B. Tubban.


Turning over to Kalinga Governor Jocel Baac the Key of Responsibility over the newly constructed Provincial Road, the RD expressed hope that the road would serve as a roadmap to development.
 
Bulanao-Balong-Laya provincial road is the 37th out of the 70 LGSF projects in the Cordillera Administrative Region scheduled for implementation and completion in 2012. The four-lane road in the provincial capital is 1,236 linear meters long envisioned to be a major thoroughfare for more economic and social improvement.
 
Gov. Baac, in his acceptance message, also mentioned three principles of good governance in attaining development - teamwork, participation and commitment. He said that participation from both the government and private sectors are needed in order to achieve development. The governor mentioned some of the manifestations of development in the city. Among these are the construction of the city hall, the four lanes road projects, the installation of streetlights, and the renovation of the gate of Tabuk National High School. But he also said that development should not only be seen in infrastructures but also the recovery of the province from the impression of outsiders that people in Kalinga are harmful. Nevertheless, he acknowledged the PNP for maintaining an increased level of peace and order in the city.
 
The Governor also commended the DILG program Seal of Good Housekeeping. He said that disclosure of records is the essence of the SGH and appreciates the program as a means of encouraging and motivating government officials to exert effort and commitment in their service. He agreed that “if you view your duties as merely works, then it is a profession but if you view your duties as commitments then it is a vocation.” as RD Castaňeda quoted the late Secretary Robredo.
