18 LGUs to commence PCF projects

Eighteen Performance Challenge Fund (PCF) recipient municipalities had been advised to commence implementation of their approved projects following the release of their Certificate of Availability of Funds (CAF) right after the signing of Memorandum of Agreement (MOA) for the 2013 PCF last February 25 - 26, 2014 in Baguio City. The CAF was released upon completion of documentary requirements for the implementation of the identified projects.

Twenty-eight other LGUs are still in the process of completing documentary requirements.

Earlier, the municipalities of Tublay, represented by Mayor Ruben Paoad, and Sablan represented by Mayor Arthur Baldo, both of Benguet Province forged a MOA with DILG- CAR RD John M. Castañeda, witnessed by PD Rufina T. Fegcan of DILG-Benguet, for the improvement of Tublay School of Home Industries (TSHI)-Extension Ground, and improvement of Public Market, respectively, last January 27, 2014 under the PCF program.

Tublay was the first municipality to complete the documentary requirements, and thus avail of the 2013 PCF, followed by Sablan.

The improvement of the TSHI-Extension Grounds will complete the rip-rapping of the lower side of the ground to maximize the entire area to accommodate one oval and one playing field for ballgames. The improvement of the Public Market, on the other hand, entails the construction of additional stalls at the second floor area to accommodate the growing demand of Sablan market stakeholders. Both municipalities already received their 1M for the implementation of said projects.

During the awarding, LGCDD Chief Engr. Rene Valera explained that priority will be given to 2nd – 6th class LGUs who passed the Seal of Good Housekeeping.

Established in 2010, the PCF is a performance-based reform program of the DILG that seeks to encourage convergence of local development projects with the national government priority programs to achieve Millenium Development Goals (MDGs), boost tourism and local economic development, and strengthen disaster risk reduction and management (DRRM) and climate change adaptation (CCA) efforts. Some of the projects already implemented under the PCF are school buildings, rural health units, birthing facilities, water and sanitation, farm to market roads, public markets, hospitals, flood control, multi-purpose buildings and gymnasium.
