DILG-CAR & Cordillera Regional WATSAN Hub inks MOA, first in the country

The Department of the Interior and Local Government-CAR, represented by its Regional Director John M. Castañeda, formalized its partnership with members of the Regional Water and Sanitation Hub (WATSAN Hub) through a Memorandum of Agreement during the opening program of the Rollout of the Human Rights-based Local Water and Sanitation Governance Training at the Summer Place Hotel, Baguio City on October 23, 2013. Ms. Jessie Gabayno of the Office of the Project Development Services, DILG Central Office reported that the Cordillera Regional WATSAN Hub is first to ink its MOA among the 17 organized Regional WATSAN Hubs in the country, reports

The Cordillera Regional WATSAN Hub is one of the consortiums under the Local Governance Regional Resource Center (LGRRC) – CAR. Members of the Hub are the University of the Cordilleras (UC) represented by University President Ricardo P. Pama; La Trinidad Water District (LTWD) represented by Gen. Manager Oliver L. Taule, and Jaime V. Ongpin Foundation, Inc., (JVOFI), represented by Executive Director Ma. Rosario R. Lopez. The Baguio Water District has been invited to be part of the Regional WATSAN Hub.


The DILG, as stipulated in the Philippine Development Plan (PDP) and Philippine Development Forum (PDF), is the lead agency for the capacity development of municipalities and barangays without access to or improved basic services for water and sanitation under the SAgana at LIgtasNa TUBIG (SALINTUBIG) and the Bottom-up Budgeting - Water (BUB-WATER) Programs.


The WATSAN Hub as partner-implementer shall assist in the delivery of the capacity development programs and strengthen local water and sanitation governance. This Human Rights-based Local Water and Sanitation Governance Training is the first of a series of trainings to be conducted by the WATSAN Hub, attended by members of the Water Council of the six LGU beneficiaries of SALINTUBIG Program, and 21 LGU beneficiaries of the BUB-WATER Program.
The six LGU beneficiaries received PhP 3M each for 10 water-related projects in 2012, with the following four LGUs having completed their projects as of reporting time -- Luna, Apayao; Alfonso Lista, Kiangan, and Lamut in Ifugao Province, while expansion of the Balantoy and Poblacion water systems in Balbalan, Kalinga and construction of the Abinuan Water System in Lagawe, Ifugao are still on-going.


These water systems will directly improve the water and sanitation conditions of 2,494 waterless households in the six LGUs, said DILG-CAR Focal Person Johnny Mauting.


Three Rural Health Units (RHUs) without access to safe water were allotted PhP 1M each under the SALINTUBIG Program in 2012. These are the RHUs of Buguias, Benguet; Tinglayan and Pinukpuk, both in Kalinga. Water systems for the first two RHUs were already completed, while work for the Tinglayan RHU is still on-going.


The SALINTUBIG Program, which started in 2011, is a pro-poor initiative designed to provide community-based water supply systems with priority given to waterless municipalities, poorest barangays with high level of waterborne disease, resettlement areas, and Rural Health Units/birthing clinics without access to safe water. This is the Philippine’s commitment to the MDG 7c, which is to half, by 2015, the proportion of the population without sustainable access to safe drinking water and basic sanitation.


The program defines waterless as more than 50% of the total poor population in a municipality or barangay are without access to safe water supply; high incidence of water-borne diseases, and high poverty incidence.
On the other hand, 85 water-related projects with a maximum cost of PhP 15M each were identified by 21 municipal/city poverty reduction action teams in 2012, amounting to a total of PhP 44,942,065.00. Expected completion of all 85 projects in CAR is end of 2013.


The Bottom-Up Planning and Budgeting (BuB) is a participatory approach to preparing the budget proposal of national government agencies, taking into consideration the development needs of poor LGUs as identified in their respective local poverty reduction action plans.# Carol Guidangen Gano, DILG-CAR
