Presidential Proclamation No 63, series of 1992, signed in October 2, 1992 declared October as the Local Government Month, the second week of October as the Local Government Week and the 10th day of October as Local Government Day in the country, in line with the signing of the LGC of 1991.

This celebration comes in timely as the trend of events in the last two years showed a breakdown of good governance in the three co-equal branches of government starting from the executive, judiciary, and lately in the legislative branch. The local government units (LGUs) hold the key to overturn the events as hope springs from vibrant and strengthened democratic processes starting from the grassroots, with basic communities airing their voice and action in unison with their ideals and aspirations (vigilance and volunteerism).

The theme for the 22nd Local Government Code Anniversary Celebration KILOS PROGRESO,  MAKILAHOK SA PAG-ASENSO embodies a call for united and concerted action for national progress. United action entails transparency (advocates accountability and open governance), vigilance (intensifying citizen’s engagement) and volunteerism (strengthen peoples participation) on the part of the people) in governance.

Activities to be organized shall be based on the national theme and translated into the local setting and customized to capture local practices and innovations in good governance.  LGUs or group of LGUs are encouraged to celebrate and showcase good governance examples in their own localities; the  Leagues and partners to review commitments and forge partnerships at the national level and the CSOs and NGOs to embark on new and stronger partnerships. A special focus on good barangay governance is also urged.
