RD Castañeda leads Apayao Women’s Month Celebration

Regional Director John M. Castañeda of Department of the Interior and Local Government-Cordillera Administrative Region was the keynote speaker during the Apayao Women’s Month celebration at Caglayan, Conner, Apayao last March 15, 2013.




Standing physically the tallest among audience and other visitors from all over the province, RD Castañeda was apologetic from intruding into the group’s gender-sensitivity as a male guest. He was quick, however, to add that he has more than enough good words for them as he had in fact been instrumental in the pursuit of gender equality being a member of the body that drafted the Implementing Rules and Regulations(IRR) of the Magna Carta for Women.


Crafted along the President Benigno Simeon C. Aquino’s crusade, the celebrations theme was “Kababaihan: Gabay sa Pagtahak sa Tuwid na Daan”. RD Castañeda underscored a number of golden oppurtunities where the women of Apayao could give meaning to it. He particualrly mentioned participation in decision-making through running into a political poisition and transparency in work as two “vital facets” where women can be a “gabay”.


In jest, he exhorted the women audience to moderate in thier over anxiousness of their husband’s whereabouts as this may easily be construed either as “concern” or “control”.


RD Castañeda took time to aprreciate the development and progress of Conner especially under its present Mayor, Hon. Leonardo D. Dangoy. He recalled that he began his career in Conner as a Municipal Development Officer. He remembers too that the location of the present beautiful town hall was cornfields and was often flooded by the two rivers nearby.


In response, Mayor Dangoy invited RD Castañeda and all other visitors to attend Conner’s 50th Founding Anniversary this coming June. He also took the chance to thank RD Castañeda for the numerous DILG projects benefited by the municipality most especially the local Government Support Fund (LGSF) project which is the flood-control project for the town-hall site.

RD Castañeda ended his message recalling the words of the late DILG Secretary Robredo “ Hindi sapat na matalino lang at hindi rin sapat na matino lang , dapat mahusay na matino pa” which he addressed not only to the government employees but also the ordinary citizens especially the women.
